The U.S. Embassy Phnom Penh has a requirement for a specialized vendor for “the Supply of Tailored Uniform Clothes for Local Security Guards”. You are invited to submit a quotation. The Request for Quotations (RFQ) consists of the following sections:

  1. Standard Form SF-18
  2. Basic information, technical specifications, and product catalog

The Embassy plans to award a purchase order. You are encouraged to make your quotation competitive. You are also cautioned against any collusion with other potential offerors with regard to price quotations to be submitted. The RFQ does not commit the Embassy to make any award. The Embassy may cancel this RFQ or any part of it.

Please read the RFQ carefully, and if you are interested, submit your quotation. Your quotation must be submitted in sealed envelopes marked Quotation for “the Supply of Tailored Uniform Clothes for Local Security Guards” for U.S Embassy Phnom Penh to GSO-Procurement Section, # 1, Street 96, Phnom Penh, CAMBODIA or be sent by email to on or before 4:00 PM on February 13, 2023. The Embassy of the United States of America invites you to submit a proposal for Health Insurance for Locally Employed Staff of U.S. Embassy Phnom Penh. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-proposal conference on December 7, 2022 at 14:00 – 17:00, Cambodian local time. All prospective offerors who have received a solicitation package are invited to attend. See Section L.8 of the attached Request for Proposals (RFP).

Proposals are due by January 06, 2023, at 4:00pm, (Cambodian local time). No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Please note: Proposals that contain less than the minimum reimbursement levels or do not provide all benefit categories may be deemed technically unacceptable.

If you submit your proposal electronically it must be submitted to It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB.

If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

In order for a quotation to be considered, you must also complete and submit the following:

  1. SF-33
  2. Section B, Pricing Schedule.
  3. Section B, Retention Amounts in B.3.
  4. Section K, Representations and Certifications; and
  5. Additional information as required in Section L.
  6. Proof of SAM Registration

Offerors shall be registered in the SAM (System for Award Management) database at prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Cambodia will launch the solicitation on the website when it is available.

The Contractor shall provide storage services and other logistical support services for the U.S. Mission in Cambodia in accordance with Section 1 – Description/Specifications/Work Statement of the solicitation.  The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government.  All responsible sources may submit a quotation, which will be considered.

The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract.

The government is planning a preproposal conference and the date for this conference will be in the solicitation.

All contractors must be registered in the SAM (System for Award Management) Database  prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
