The Office of Defense Cooperation at the U.S. Embassy in Cambodia is pleased to invite young Cambodians to compete for appointment to the United States Service Academies (U.S. Military Academy at West Point, U.S. Naval Academy at Annapolis, U.S. Air Force Academy at Colorado Springs, and U.S. Coast Guard Academy in New London) for the Class of 2024 for those students entering the academy July 2020.
Students will graduate with a Bachelor’s of Science degree based on a stressful, demanding curriculum that will challenge you intellectually, militarily, and physically in an environment that promotes the development of character.
Foreign students get the same training, pay, and allowances as U.S. citizens, and are subject to the same rules and regulations. However, they will not serve in the US military or take an oath of allegiance to the United States. Appointees from Cambodia will sign a contract with the Ministry of National Defense to return to Cambodia and serve as officers in the Royal Cambodian Armed Forces for a specified period of time.
Interested applicants must do the following:
- Be unmarried and at least 18 years old and high school graduate at time of application, but not older than 23 on July 1, 2020.
- Earn competitive scores on the Scholastic Aptitude Test (SAT over 500) or the American College Test (ACT over 25). All applicants are required to complete the essay portion of the SAT. The official SAT or ACT must be submitted to the ODC by 30 November of 2019. Practice exams are not accepted after November. Candidates must submit The SAT or ACT to ODCCambodia@state.gov no later than November 30th of 2019.
- Pass a test of their English proficiency. See the chart below for required test. A score of 70% and higher is required. The Test of English as a Foreign Language (TOEFL) is the only authorized test.
- Earn competitive scores on an Embassy-administered Candidate Fitness Assessment (CFA) or other required physical fitness test. To apply for the Coast Guard Academy you must be able to swim.
- Have a medical exam showing candidates are free of communicable diseases or major health problems
- Perform well in an individual interview administered by the U.S. Embassy in Phnom Penh
- Take and pass the Royal Cambodian Armed Forces Officer Candidate Exam.

All interested candidates must send their high school grades, SAT scores, TOEFL scores, and results to ODCCambodia@state.gov to register for the physical fitness exam. All academic documents (High School, TOEFL, SAT, College) are required no later than 30 November 2019. The U.S. Embassy will screen candidate scores to determine whether they are competitive against other international candidates worldwide. The U.S. Embassy and Cambodian Ministry of National Defense will decide on final nominations.
All candidates must take the Scholastic Aptitude Test (SAT). The International School of Phnom Penh (ISPP) and Northbridge International School (NIS) are the official SAT test centers in Cambodia. The best and most efficient way to register is on-line at www.collegeboard.com Individuals registering online will need a credit card, however instructions for registration by mail are available at this website. Registration by mail does not require a credit card. Registration closes one month before the testing date. SAT test scores should be sent directly to the Academy using one of the below codes on the SAT registration form:

ENGLISH LANGUAGE TESTING
The Test of English as a Foreign Language (TOEFL) is offered in Phnom Penh and Battambang. You must pay for this test.
The TOEFL is offered in Phnom Penh. Registration closes seven days before each test date. Register for the TOEFL at ets.org/toefl. Other than the TOEFL, there are no other acceptable tests of English.
There are several resources available on the internet to prepare for the TOEFL.
A candidate will also be evaluated on their English skills by the SAT/ACT and in a personal interview.
PHYSICAL FITNESS TESTING
The Candidate Fitness Assessment (CFA) is a six-part test administered by the U.S. Embassy to test the physical fitness of potential Academy candidates. It consists of push ups, sit ups, pull ups, a basketball throw, a shuttle run, and a 1 mile (1600 meters) run. Only two tests will be administered: 25 July 2019 at 1430 hours: and 7 November 2019 at 1430 hours.

The Coast Guard Academy uses a different test of physical fitness. It consists of push ups, sit ups, and a 1.5 mile (2400 meters) run. The Office of Defense Cooperation will have limited opportunities for a fitness assessment during the Fall of 2019.
After a candidate has scored well on all required tests, he or she will be interviewed by an American military Officer either via telephone or in person at the U.S. Embassy. This interview will evaluate a candidate’s attitude, demeanor, comfort speaking conversational English, and leadership potential.
ROYAL CAMBODIAN ARMED FORCES OFFICER CANDIDATE EXAM
In order to secure an endorsement from the Ministry of Defense to attend any US Academy, all candidates must become a member of the RCAF. Enlisted soldiers are welcome. The other avenue is as an officer. Applicants not currently enlisted in RCAF must take the OCE. Registration for the OCE is conducted at the National Defense University. Testing occurs in January. More information is forthcoming.
After a candidate is told they have been nominated, he or she will undergo a medical evaluation. A physician must sign a statement provided by the ODC, certifying the nominee is in good health, physically fit and does not have any communicable diseases. The statement must also include the nominee’s height (in feet) and weight (in pounds). In addition, each candidate must have good vision and be free of major dental problems. Any costs associated with this medical examination must be borne by the nominee.
